A workaround for this issue was provided on September 8, at 5pm. A final resolution was put in place on September 23, at 4pm. Please read below for more information.

Blackboard released a patch to fix their issue. We applied the patch during maintenance on September 23rd to fix the underlying issue. We have re-enabled the ability to add an attachment to Course Messages.

Blackboard Support was able to identify that when an attachment is added to a Course Message, the temp folder on the database is deleted. When the folder is deleted, it causes any type of upload (to assignments, to the course content area, etc.) to fail. As a temporary workaround, we have temporarily disabled the ability to add an attachment via Course Messages. We will continue to troubleshoot the root of the problem so we can re-enable this feature.

We are aware of a current issue where files fail to upload to eLearning. The issue is intermittent and usually if you wait about 15 minutes and try again, you will be able to upload the document.
We have reports from students being unable to submit assignments, and instructors unable to upload documents into their course content areas.
Blackboard Support is actively troubleshooting this issue and we will update this article with information when we receive it.
